Upstream Strategy Director
Tim has over 40 years working in the Upstream Oil and Gas and Energy Business, most recently as Director Upstream Strategy for IHS Markit working globally with Oil and Gas Companies and Governments on Promotion and Investment, Resource Assessment, Targeted Asset Searches and Screening Studies.  Specific African experience includes working with Government Entities and Oil companies in the following countries: Morocco, Mauritania, Senegal, Côte d’Ivoire, Nigeria, Cameroon, Gabon, Angola, Kenya, Tunisia and Egypt.
Prior to IHS, he was a Senior Explorationist at Monument Oil and Gas plc, one of the most successful UK independents of the 1990s, and a Geologist working in the North Sea for ELF UK. He started his career working on wellsite operations in the North Sea, Middle East and Far East.
Tim holds an MSc. in Petroleum Geology from Imperial College, London, and a B.A. (Dual Honours) in Earth Sciences from Sheffield University.
ARNAUDÂ LEBRUN
Business Development Director
Arnaud is a senior executive, oil and gas engineer with a one-year additional training in sales management. Arnaud has started as Project Engineer (Upstream, downstream) onshore and offshore for Elf, Total and Adnoc in Gabon, Myanmar and UAE. In the early 2000’s, Arnaud joined Honeywell Process Solutions as a key account manager for The Total Group.
In 2006, Arnaud was appointed Middle East Regional Manager for an international technical assistance company. He was in charge of setting up affiliates and business development. In 2018 Arnaud moved back to Europe for the same company, in charge of developing and structuring strategic partnerships.
Since 2020, Arnaud has been acting as an independent Senior Advisor for entrepreneurs and corporations willing to enter the African market.
Arnaud holds an MSc. in Engineering from CNAM, Paris and has over 25 years of experience in the management of international projects and business development in the Oil & Gas sector, in Africa, the Middle East and South-East Asia.
GILLESÂ MOREAU
Operations Director
Gilles is a senior manager, with a Master in International Sales of Technical Products and an Executive MBA at Hult with Merit.
Gilles started his career in Alstom Power as a project manager for the French nuclear program (generator side), then manager of the service business units in China and Nigeria.
Gilles moved to Cegelec as a business unit manager in Nigeria and in Qatar, before moving to Dubai UAE as a Project Director for Bouygues (ETDE), and to Techma (services and training). In 2019, Gilles set up Tarpon International in Qatar with the launch of a new Group activity in OT Cyber security.
With over 25 years of international and operational management within Oil & Gas and industrial sectors, Gilles has developed a strong international network and expertise in the set up and development of international companies, including strategy and investors relationship.
ANDREA MOSCARIELLO
Geo-Energy Technical Director
Andrea Moscariello has 24+ years experience in international exploration and development of geo-energy projects. Strong technical background in geoscience and geophysics developed in both production and exploration geo-energy projects.
He was a Global Senior Consultant for Shell’s Technical and Operational Excellence team and Shell’s Global Subject Matter Expert for reservoir geology with direct experience in Middle East, North and West Africa (Senegal, Nigeria, Cameroon, Gabon), Asia, China, South America and US GOM where he contributed to identify additional scope for recovery of some 100 million barrels oil equivalent to Shell’s global portfolio. He was later Business Development and Technical Director for Geology at consulting firm SGS Horizon O&G.
Andrea was founder and Director of Earth Resources B.V. based in The Hague and co-founding partner of Geneva Earth Resources SA and Director of GER Africa based in Dakar, Senegal providing subsurface consultancy to the energy industry including hydrocarbon and geothermal. Andrea is Professor of Geo-Energy / Reservoir Geology and Basin Analysis at the University Geneva, Switzerland.
